Any plans for a galaxy editor?

Not sure if this belongs in the Mod subforum:

Are there plans/is there a schedule to release something like a galaxy editor? Specifically to have fixed starting positions and planets/resources etc. beyond randomly generated. Would be very helpful to build custom maps that are balanced or play out certain determined scenarios.

A map editor that is easier to use than modding is in the works. Paul mentioned it in the last stream. Join the one tomorrow and ask your question directly to them (the devs).
