We have a fix. Thanks for all the help isolating this. The problem actually in the Diplomacy screen, its in the UP screen. The UP doesn't clean up everything it needs to after making all those bink windows. Which causes issues when something else tries to create multiple bink windows at once (the diplomacy screen). The fix will be in the next patch.
Wait a minute.... I think i got it. It also takes a ton of other civs in the game to lock. I think I have a repro, checking it out not.
Im trying to repro this and I haven't been able to. Anyone with a save that repros would be appreciated (the save above has expired). Im doing lots of UP meetings and then hitting the diplomacy button right after. Maybe it's a specific UP resolution that passes that causes it? Im trying different ones, but no issues yet.
This will be fixed in 4.51. (if you install the test build you can try out the fix).

Foreign languages are available in the Epic version, "Test Branch" build. This is a separate game install version than the normal game where we test out new functionality. You will see it as a separate game in your Epic library. On the "Test Branch" build go into options, Interface and select the language you would like to play the game in. Please let us know if you have any issues.
We are updating the Opt-in today to fix the issue where you are unable to load old saves. Note: this will break saves from yesterday (from the prior option update)

The optin has been updated. The big changes in this version are that you can select languages in-game (this was important for Epic players because the epic client doesn't allow you to install different files based on the language). It also adds the ability to play music/sfx if the game is installed to a non-ascii directory. This is the last of the bugs dealing with odd directory names so we should now fully support them.
