Windows 7/64 i7 3610QM 2.3 Radeon HD 7970M or intel HD 4000 (Tried both) 16 Ram OS and Game on SSD I have no problems. The only big dif I see is I have more ram then you and the game is on an SSD. I wonder if having a paging file 2x your ram would help. The biggest prob I see is your hard drive is 5400.

when I open a fleet on the ship list I am auto brought to the top of the list instead of staying on the fleet.

If relocation becomes available then maybe to help balance it out they loose some EX points every time they start at a new place. Like starting a new job. It takes a while to become up to speed.

In this game I need to be starbase heavy and am finding a want to see how many admins at astarbase so can thhink of decommissioning a module or the entire base.

How about in Steam do a full backup of the game and then restore the game on the new machine. And for the MyGames folder also copy and restore. On another note how did you move to a new PC; are you an electron.
