Well part of the problem is justifying it at all in a Space conquest game. Since realistically ships in orbit could just bombard any ground resistance into ash one they have uncontested control of the space around the planet. The only reason to send in ground troops would be to subdue the population, and secure key facilities without destroying them. Though in theory you could also just destroy their food production, and wait for them to surrender while you blockade the planet.

Yeah I definitely don't want to see an Endless Space style system. Worst combat system I think I have ever seen. Really the dream combat system would be something like what they did in Sword of the Stars 2. Too bad that game was mostly none functional in almost every way besides having great graphics, and tactical combat. Considering that Sins of a Solar Empire, and Fallen Enchantress both now require Steam I think it's likely GalCiv3 as well. Just more convenient for them to distribute updates over a service 98% of PC gamers already use on a regular basis. Just speculation by me though.

How much DLC they plan to release really determines how much money you save as an Elite Founder IMO. Since if we assume the base game is 40 dollars. And that the game will receive the average of 2 expansions priced around 20-30 dollars each. Then you barely break even. But if they released frequent DLC campaigns, or ship parts, or whatever then you might save some money in the long run. Of course you could also wait for Steam/Amazon sales, and probably save money buying the game at 50% off.</
