Restarting steam should let You download GC III beta now, it did the trick for me.

Restart steam and You will be able to download Galactic Civilization III, at least I am able to :)

I would actually like to ask for one main thing, maybe it was answered already but I am not sure this is why I would like to ask the question. In the alpha, will we be able to make our own custom faction, or is it left for later stages?
