There is a type of player that sends unprotected settlers out in Civilization and then complains when the barbs kill it. Most of them turn off barbarians. You can do the same with the Pirates. Otherwise you can keep complaining.

I strongly disagree in every way possible. It is the job of the game to give the player challenges. This decision point is a very good challenge. Its consequences affect the value of trade and diplomacy. That is a big win for gameplay. As far as I am concerned, this is genius game design and I hope to see a lot more touches like this. I have seen this behavior several times now. The pirates are attacking my poor little shipyards. Boo! The shipyards are defending themselves. Yay! But during the battle it gets a little strange. There are five little pirate ships, three of one kind and 2 of the other. They have slightly different stats but the same label. I usually play straight Terrans in space games for bunches of reasons. In GC3 standard races, I like the Krynn for some reason, though. An emphasis on growth and culture works for me. I also expect them to develop as Espionage develops. All that is likely to change as things balance and re-balance. In the end, my favorite is the one I make up for my self. Any of the points related to AI fit into every other discussion that says "...and the AI needs to know how to do this, too!" I have gotten elected, too, with my custom race. Hmmm. I don't think you are wrong, I think they just don't like you. :) I am expecting all this behavior stuff to change several times while the AI is evolving, therefore, it isn't something I am prepared to be worried about just yet. So, don't take it personally. :)

As of 5.83 you cannot go back and pick range, like you mention in your example. That has been disabled. You have to find an AI that made the other decision you want and can be convinced into trading tech. That means UP tech trading blocks can get even more effective and/or painful. It is messy and pushes you to use diplomacy to fill in gaps in your technology. It will drive perfectionists crazy. They will complain loudly and the devs should consider such co
