I've done some improvements to the minors that I haven't uploaded, among them that they cannot build colony ships. But to answer your question Franco, no, they will not spawn twice because the minors are effectively gone. They are now only present as major civilizations. I should also note that these haven't been updated for the latest patch yet. I'll probably do it soon. :)
Just make a trait that gives you 2000 sensors and you can see everything.

You're doing something wrong Deathwynd. Planet traits work just fine, but yes, there is a 4 modifier limit (despite the XML schema saying otherwise).

Honestly I'd wait. Thinking this over a bit then you would have to screw the balance of the game quite a lot for a single race. You'd need to enable extreme colonization for all races right away to make this work. As an alternative I'll suggest that you: Disallow the race from building colony ships. Use a special ability on that. Give their homeworld a sick class level (Think 30 or even 40) Get the homeworld some unique art. Really focu

Okay, apparently the mod folder itself is broken. Some in the 1.3 thread is speculating that it is because they're putting in workshop support. If you want to play with this mod before 1.3 comes out officially then I suggest you roll back to 1.2. Sorry for the inconvenience. Not much I can do.

I would definitely back Paint.net as the easiest tool to use for this job as well. But I'll be honest, I don't see much point in making transparency when it is just still images anyhoo.
You can also use simple wallpapers as foregrounds, and if you want something in the sexy tone then here you go.
