[/quote] I would try to load the game and then check out the debug.err file in the GalCiv III folder in the My Documents directory. Often times the debug.err file will tell you what the game is choking on. :)
Be interesting to see how this turns out, but, gotta say, I'd be annoyed if this was default behavior. Don't want to feel like I am forced to expand faster than I have to/want to. While I tend to expand faster than the default AI, I still like to pace myself a little bit and do other things besides colonize. An colonization arms race of sorts probably isn't something I'd really enjoy all that much. Still, be interested to see what this does.

Got another one that isn't quite working, I'm afraid. Got the one that is supposed to add three drone interceptors to all ships in a fleet. Doesn't seem to be working however, as the survey ship that got that didn't get the drone fighters afterwards.
