Started to go through the text files looking for typos. Looked at the files the problem apperas to be the tag true , the question is if this is intentional or an oversight. The techs that follow it also have it, AltarianApprovalFocus, AltarianPlanetaryRefection, AltarianSerenityTech. And they don't unlock anything so I believe the tech isn't implemented yet. This is true for the Terrans as well.

Update your drivers.
You'll find them in C:\Program Files (x86)\Steam\steamapps\common\Galactic Civilizations III\data\Game, they have the race name in the file name, these only have the stats not the descriptions. The descriptions are in C:\Program Files (x86)\Steam\steamapps\common\Galactic Civilizations III\data\English\Text.
Looking at the files it seems they forgot to put the proper tags for them.
Taking a peak in the game files I found these: So they haven't totten rid of them. I also found this on Research Academy, but it has no value assigned.
I miss the quote button. "Idle colony - no way to pass" Select one of the projects. "Not possible to directly build the latest improvements? (Market center vs. Shopping center)" That is an intentional design choice.

In my experience exiting and relaunching Steam made it update the game.
