Number of planets has to be significantly higher than the number of habital planets. star frequincy affects this. What the star type affects this. With the star type you can change the habital zone.

I dont think that they were talking about using the creature creator from spore, but star control having a alien creator similar to spores creature creator. This is where it gets confusing you have 2 galactic civilizations folders one is in the program files x86 the other is under libraries\documents\my games i'm pretty sure it wants the second place since it says my games. In case I was to confusing I will repeat myself This pc\ documents\ my games is the right folder.
I think the reason games are going more to multiplayer is the lack of a know how to program a better ai. Most people i know that play multiplayer is for the challenge.
