Congrats Frogboy. Hope you don't mind with some suggestions on the Ai. I would like to see all the players taking up a fair share of the map after the colony rush. I've noticed that about two or three Ai's are usually dominant, and at least three are usually underpowered. You might have one with a super army with 4 planets. I would like to see this to be more even. If we get something like the Yor again where you are forced to play these differently than the other species

Well you could do this on single player until you perfect this. You also have the option to shut this off on multiplayer so you don't have to play against this. Again I want to be able to choose what to research or multiple research paths. Hey if I can do that on distant worlds wan you tell me how to do that. Instead of building research ports. I played Distant worlds and discovered that the way they've done the private research was a bad idea. We could make a compromise that maye the public and the private sectors could do research, but maybe the idea of private research would be a bad idea if they do it the same on Distant worlds. i'm scared thay would go to Dostant worlds to create private research. Lets not have private research.
I think your colony idea would work for distant worlds or spore more than galactic civilizations.
I thought that distant worlds was to automated. One thing I would like to not see in galactic civilizations that is in distant worlds is tech research that you can't decide on. I wouldn't mind sharing tech research with the private sector, but not the private sector doing all the research.
