Re: pirates. I think Pirates would be cool as kind of a minor race, without a planet. A travelling fleet where a dialog could be opened and they potentially could be reasoned with or traded with. Or bribed to attack another race. I just think a lot could be done with them beyond a civ barbarian role.

Everyone needs to realize that probably 65% of the game isn't even in yet. The release game will be very different than this early beta.
There's so much that can be done with black holes. For one thing, I'd make them much rarer. Also create a way to build research starbases that could reap great rewards from studying them. Maybe even make them slowly pull in all nearby galaxy object, planets, suns, asteroids, everything. Maybe one hex every 50 turn or so.
Actually, I believe the release game will have pirates. That should change the early game.

There should definitely be notifications for losing a planet. One for when your planet is in danger of flipping, and then another after it flips.

I very much enjoy reading AAR's and gameplay examples for turn based strategy games. I haven't seen many (if any) for GC3, so I thought I'd throw one together. In GC2, the main map was completely blanked out but the mini-map showed where stars were and also where the other races were. Choosing blind exploration removed the other races colors from the mini-map. It seems that in GC3, they've moved the star visibility from the mini map, right onto the main map in the form of those blue dots.
