Can you restart your computer, start the game, and when on the main menu, hit Shift+Tab and see if it comes up? Also, please post how much memory/RAM you have on your machine and what kind of video card you have (with total VRAM).

When you upload something from within the game, does the Steam overlay come up shortly after hitting Upload? Does hitting Shift+Tab bring up the Steam overlay? Does hitting Shift+Tab in other games bring up the Steam overlay? If anyone having this problem can answer these questions, it will help me to track down the issue further :)
