They're expecting games that use it to come out in 2015 I also am wary that MS will basically kneecap it by making it Windows8.1 only.

Dunno you'll have to wait to see if Stardock can figure out why laptop GPUs seem to have issues with the game.

This may cause a problem in bigger games and make it boring.
If you want to disable ALL these notifications 1) Press ~ 2) Type in "turnactions" This disables ALL such notifictaons on the turn button. I find your funding model highly contradictory! First you say this
The main funding source: DLC
Then you say the next DLC is
The next DLC: Spouses
I know for a fact my spouse is definitely a net loss in terms of revenue! I also got ripped off because I paid for the "Premium Spouse DLC" but they didn't tell me there was an on-going subscription cost of clothing and shoes t

I wonder if there's something unique that needs to be done to get laptop GPUs working. I've found that AMD laptops GPUs are a tad' fussy' in terms of how they work sometimes. Can you try the following and see if this helps? Its a copy/paste from Payday2 but might be something that helps for GalCiv3. If not its something much lower level. DO NOT SET PAYDAY 2 TO HIGH PERFORMANCE! Follow the instructions below to set the CCC prop

You seem to be a bit all over the place in terms of your points. Which makes it difficult to actually understand what you're trying to communicate. It really feels like you're just throwing things out haphazardly without something to tie it all together.
You might find it to be useless to have something added into the game, but if I was to drop money on the Founder's Elite package for GalCiv III -- the vast majority of my feedback would be centered around usability.

Are you forcing the Nvidia GPU via the Nvidia Control PaneL? Normally games don't see the AMD/Nvidia mobile chipsets unless they are explicitly forced via their respective tools. It likely means the game is using your Intel card, rather than your Nvidia one.
All of those fixes with so little code?
Steam does 'delta' patches now. So it only downloads the parts of the file that changed, not the entire file itself. So while the 13MB GalCiv3.exe is updated, only a small portion that changed is compressed, and transmitted to you. At which point the system re-creates the new file from the delta and the original. As an extreme example.

On a more serious note, the gc3_wipe_prefs.exe seems to 'stall' on my system? I see that process and a .tmp process from Stardock DeskScapes running.
