I just ran into this problem as well. The influence boost from the mercenary ship doesn't work. (version 3.7 of Retribution)

I tried to launch the game again while watching it with Process Explorer. Here's a screenshot of the Performance tab for GalCiv3.exe right before it crashes (as you can see it only takes 5 or 6 seconds):

I get the same issue at 1920*1200 using normal UI scale. It shows up for me on the main galaxy screen as well.
