The only way for minor civs to get more planets than their starting homeworld is to trade them planets. That doesn't stop them from building freakin' mining starbases all over the place and hogging up the resources, though, or (in at least one case) sending constructors into your territory to build influence bases. What setting do you play on, millertime? Usually, if I try to do that (the whole sneak up on them and invade every planet in one turn thing), the AI starts noticing, and they'll begin reinforcing their worlds and putting pickets in orbit around the planets. The only time it worked was when I stabbed one of my allies in the back using spore ships and killed them in one turn, and as you can imagine, it had consequences.
I usually notice it because I can see the starting positions of my opponents when I always play blind exploration.

That strategy generally works on maps with a fairly large number of planets to colonize. In other situations, you may need to step down the colony rush and switch to constructors while you research up extreme colonization, or you may not even bother and go for planetary invasions instead. There is a certain point past which the game moves away from TBS to TBT (Turn-Based Tactics). At this point, you may as well play a game like Front Mission or Disgaea. I like GalCiv because although combat is an integral part of the game, it is not the only part. If you ask me, there's no need to create a whole new combat engine, just to add a couple of enhancements to the one we have (target priority, ability to retreat from battles, limited battle length).
