Sometime today, the Food Distribution improvement stopped working. i.e., worked fine this morning, but this afternoon, when I install it on a planet there's no change to the population cap. Anyone have any ideas?
Starting Monday, 30 March, GalCiv III won't let me colonize planets. When the ships launch, I can click on a planet to send them. When they arrive, they stop and become idle. The game won't let me click on the planet to have them colonize. No message of any sort, the game simply doesn't accept the input. I usually colonize Mars within the first 5 turns. After that, starting around turn 30 or so, the game won't let me colonize planets.

Why can't I research "Quantum Understanding"? The game won't accept that as a research choice.
The description of Administrative Center improvement indicates it adds an administrator. However, when I build it, the number of Administrators doesn't increase. Does the description mean something else?
Lower populations, and then I have to build 4 farms in order to build one city? Seriously? What, exactly, do you guys think the term "game balance" means?
Mine is still locked up, CPU usage around 65%, with the CPU and/or graphics chip overheating.
Some additional information on my experience of this problem that everyone seems to have: It occurs around turn 250 Insane map size CPU utilization, by GalCiv, when the game bogs to stop is 50 to 60% The system bogs to tens of minutes to render a screen My laptop case and keyboard over the CPU and graphics chips is extremely hot. If I kill the game (via Task Manager) and let my laptop cool off, the screens render a little faster
