The description of Administrative Center improvement indicates it adds an administrator. However, when I build it, the number of Administrators doesn't increase. Does the description mean something else?
What version of the game? What flavor (base or Crusade)? Admins are different between these.
This has been fixed in 2.6.
For me, it's still broken in 2.6.
r u using an old save or did you make a new 2.6 game.
The opt-in as of 10/2/17 has this fix in it! (yes you have to start a new game to see some fixes)

The error was that the building was using the Administrator tag instead of AdministratorAdd.. or something like that.
