Well I've got to add in my 2 credits to the discussion... I'd love to be able to customize what "mega events were added to the list" (A simple all or custom button triggering a drop down menu would work) I like the idea of different feelings between government types. Well I'd like to see hybrid modules, like for my "trade/influence starbase" a speed boost for all friendly units. I'd love a stargate type module where it required 2 gates to be usable. I'd say that transport should be 1 turn between gate's not instantly (keeping all movement points on the ships), even though it'd be more realistic that way but balance. I'd like for Military star bases to not just boost force but be able to use their force against units

Yeah, to be honest as I grow up, while gameplay is important so is graphics, After all I have an i7 2600, a GTX 660 Ti, over 8 GB of RAM, an SSD OS drive and Raid 1 Game drives (Storage) on my gaming PC. Well to me the ring world makes more sense, while I'd love to see a dyson sphere...it'd be a galactic achievement...giving nearly limitless population, with solar rejuvenator tech...they could safely live there for billions of years. Even then a ring world could give like hundreds of planets worth of populations, manufacturing etc.

So the OP question: What level of Tinkering should we be allowed on a planet by planet basis... Well I enjoy creating a "standard build queue" however that being said it's mostly because the AI is stupid about what to build and where to build it. This would be somewhat interesting...let's say if you were to finish a few trees a new algorithmic branch would open up... Like life sciences, efficiency studies, where you'd need a few levels into then study the Scientific Victory path, however you could continue studying these indefinantly...or at least for a few hundred in game years ;), before you were instantly given the scientific victory. Wow some interesting ideas... I like the OP's idea of tech affecting the trading vessels at least that's what I understood from it... I like the idea of adding in a "special resource module"...perhaps a "Smuggling Module" or "Sumggling ship type" I'd like to see a separate "Civilian" system where between planets within our empire or within empires that we have agreements (trade, alliances, research) seeing civilian ships adding value to my "Starbase Trade tech" research;

Actually the AI could make the right decisions...based on a value number...similar to the system in Gal Civ 2... The higher the value the more desirable...adding in a "type" like if players or you get in a fight with x type weapon...research y type defences ... I'v got to agree with Cikomyr " A single constructor should be needed to startup the starbase. Once it's been initiated, we should simply have it build by planetary production, with a penalty linked to the distance between planet and starbase."
