Never tried with survey ships or colony, but there was a big flap over the star bases. It boils down to one dev who thinks decommissioning a SB to get back the admin can be exploited. Build mining bases for one resource, get a ton of said resource then decom and start over for the next. I looked it up in November so don't recall where the thread was. Either or actually. The +3 pop can be for cities (increased pop cap) or for food (.1 food per +1 pop) So a farm on a +3 tile would produce 1.3 food while a city would increase the pop cap by 3 plus 30% of the total (3 + number of cities multiplied by 1.3, or for one city (3+3) X 1.3 = 7.8)

Something else to try that can sometimes cause file related issues. Run defrag on your HDD. If a file is heavily fragmented it could be causing issues when reading or writing. An incomplete/corrupt save would cause the load crash. Haven't had this issue myself, though I do notice an occasional slowdown when I have the map zoomed out.

This is why you wait to see what the AI researches before choosing certain techs. I have yet to encounter the AI to research all three techs between all members of the galaxy. Not for warfare related techs anyway.

I would have to say no to that. From a realistic standpoint it would be impossible to build a large enough habitat in space for 1-10 BILLION souls (10 if you are lucky enough to get 3 nearby stars and they all fit in the SB aoe ring). Increasing pop cap by .1 might work within a sci-fi aesthetic but not a full point.

Adding techs to increase the pop cap would be a decent way to go. Increasing the number of terraforming techs is another. I know in Free Orion there are techs for increasing pop such as subterranean something as well as those for ultra high skyscrapers (megaliths I think) which could be another tech way to increase. If the devs won't do it the modding community will.
