The current AI is a place holder. It was "updated" to attack but is still completely stupid as to allow the players to test other features of the game.

I doubt it. The process allows them to do a lot of things that help make their customer support better. That and most of their software is for nongaming aspects that have no connection to games. That and if Steam ever goes down you can still get the game through Stardock's system.
While there is talk about fixing the issue the hexes are here to stay. The developers feel that too much is gained by the usage (bigger maps, better map design, more strategy issues, etc).

Downloaded and played. Finally have a reason to save a game that I am playing with eagerness to get back.
Most of that stuff is place holder and has little to no meaning currently.
