The current AI is a place holder. It was "updated" to attack but is still completely stupid as to allow the players to test other features of the game.
I also think the building interface in the shipyard is not very intuitive. Why isn't it just like the planets? I should be able to queue multiple ships, see them in a queue and cancel them. As it stands you pick one ship then it builds it over and over unless I choose to build nothing.
This is something being considered. The last dev stream explains a lot.

I doubt it. The process allows them to do a lot of things that help make their customer support better. That and most of their software is for nongaming aspects that have no connection to games. That and if Steam ever goes down you can still get the game through Stardock's system.

While there is talk about fixing the issue the hexes are here to stay. The developers feel that too much is gained by the usage (bigger maps, better map design, more strategy issues, etc).
Should I try to upgrade my OS a year from now, or expect appropriate modifications to GalCiv4?
Seems how the game won't be officially released until a year from now, it sounds like that will be what you need to do. Or get hardware that is much easier to keep up to date.
