Current nebulaes and dust clouds are basic placeholders. Just there to see if the concept works. As far as the star bases are concerned IIRC from the recent dev video it was mentioned that only special star bases (aka mining star bases) were being considered being put there to mine from certain nebulaes certain materials needed for high end weapons.

First Impression for me. Its an Alpha. Much of what we see is either placeholders or a WIP.

Item #1 - I love it! squeeee! Item #2 - Some interesting ideas. Some balancing would be needed per map I would say for certain items but I love the concepts.

From what I understand, big updates will be a month to month basis with smaller updates/patches will be when necessary.
Worrying about a resource tile with the capital building is a moot point as the building can use just about any resource tile IIRC. But the adjacency bonus does make capital positioning important.
Remember, its an Alpha. This first round is most likely just a "let's see how many computers crash when they attempt to play" concept.
1. I agree with you with the no conflict issue. It almost seems like I can just play the game and get everything, abliet with an immense universe filled with systems and planets and only one opponenet. A conflict needs to be in place, maybe something like you can go only so far down one tree if you are x far down in another tree/points. Just something off my head. 2. Like the events idea. The game is surprisingly stable. Aside from the fact it hates how fast I click my mouse. :P
Keep in mind that the Alpha is the game at its most basic. In other words, the March 27th release will be to see how well the game works on other machines. A lot of us will be dealing with crashes, hard stops, driver/hardware incompatibility issues and the like. If you would like to join in on this fun (breaking things can be fun) then feel free to jump in. If you want a stable game that is completed (as much as any game is complete) then you are going to have to wait a while. 2015 is current
