Xeno Commerce currently unlocks the Entertainment Center, which gives both the Altarians and Drengin access to this improvement. However, both races already have their own line of approval improvements. The Altarians can also upgrade the Entertainment Center to a Stadium (which gets unlocked by Interstellar Tourism). This gives them two fully functional lines of approval improvements. I don't think, that this is intended.
When upgrading the Xeno Irrigation improvement to the Biomass Resequencer, the game shows a buildtime of 4294967295. This is because both improvements have the same buildcost: 211.
The Intimidation Center has no icon in the build list, during construction, and when finished. I had a look at the game-files and found out the cause: Within the ImprovementDefs.xml, the name of the icon is this: IntimidationCenter.png IntimidationCenter_Build.png IntimidationCenter_Icon.png However, the acutal name of the PNGs is this: IntimidationCneter.png<

The Vault isn't the only thing which could use an update. The databanks haven't seen anything new since the timeline got added last November. I realise, that the devs are busy making the game, but even something small would be nice. Like a civilisations-entry for the Iridium Corp. (or the Snathi).

GalCiv 2 also had tech-cost inflation, so I doubt, that this is a bug.
It's only a visual bug. The actual build-time is not affected. Anyhow, the devs know about it.
There are currently some bugs with the auto-upgrade for certain approval improvements. The devs are aware of them.
