Maybe that would work. I always applied the mod to nav sensors only and I never used nav sensors for anything but a sensor boat in the early game. I don't want the sensor power to apply to all ships. If that can be done it will be fine.
I had always worked with the ship component sensor range. This has been changed to sensor power and increasing the number seems to have no affect. I am not that good at modding so I could be missing something but I sort of doubt it. I copied the file from the new release and pasted it into mymod before altering the number. It was quick and easy. Always worked before, but not now.

I have looked at the other Nav sensor values but I can't see anything that looks like it would change the sensor range/power.
I haven't fooled around with the sensor components yet, but I just took a look, and it looks like changing the value for the sensor power should work. That value increases for each upgraded sensor component. If you increase that value and don't notice any difference, start a new game and check it. A lot of changes will not effect saved games. (One of the gripes I have about modding Galactic Civilizations)

EDIT: I just played around with the Navigational Sensor, found that a small increase in sensor power is barely noticeable in game but it does increase the sight radius. Then I increased the sensor power to <90>, and that gave me a sight radius of 15. (Very Noticeable) So adjusting the value for sensor power does work, it just takes a lot to really be noticeable.
