Strong culture should arguably act as a defense to spy like things. It represents the average citizen's susceptibility to bribery/etc. Would also act as a natural counter to industry focused empires that neglect culture, they are driving themselves hard and their citizens are quite liable to extortion/bribery/foreign ideas.

Personally, I vote Diplomacy being THE major feature of any expansion. Why? 1) Its an area most games lack features, or, lack character. GC never lacks for character, but features? While I'm not in favor of planet by planet wheels or micro-management of planets at all, I will say, that adding some serious bureaucracy and limits to player's actions via it, is actually immersion BREAKING for myself. Given Brad's previous statements about the AI, such as part of the problem being bonuses being way too low and the player's having too much transparency (I'm paraphrasing, so anyone feel free to correct me), I really don't think their concern was the AI either way when it comes to the wheel. Thanks man! Yeah, kinda figured about the compendium. Alls well that ends well. Flipping could be better balanced if instead it made the planet flip into a independent world, instead of instantly becoming your planet. That would nicely reduce the enemy strength but not instantly add to your own. The colony could then suffer a penalty to resistance/defense in general, making it much easier for you to conquer as they welcome liberation.

If you are looking to have fun currently without playing on the super high difficulties it takes some discipline. Play on gifted or genius (I don't think it gets any smarter after gifted, just more bonuses). And NEVER use the wheel on a planet by planet basis. This levels you with the AI without upping the AI's ante of resources/cheating/etc. You will still win, but because you design better ships and make better choices, but it won't be curb stomping kitten

1) Restructuring how starbases work. They have numerous issues, and I don't believe you solve them with better controls over your never end production of constructors. Clearly, the design results in occupying your shipyards and eating up resources that could be used to produce other ships, I like this. I reccommend a Starbase sponsoring system, where by a shipyard can sponsor up to 5 bases and slowly produce the upgrades (or 1 base and quickly upgrade them). 2) If t

Uhmmm well yeah. I think you are missing out. If you have a creative side, the ship designer is one of the greatest features in a game I've had the privilege to enjoy. I've played GalCiv3 for 900 hours now, and I'd estimate 600 was on the ship designer. But if your enjoying yourself as is, there is nothing wrong with that.
