Yup, you can basically do whatever you want. I personally created a trait to have a bigger fleet when starting for a custom civilization of mine. I added 3 civilization traits instead of two and I changed the tech tree.

I also want to note that as a workaround for this, I deserialized the .faction file for my custom civ and managed to update it there. The only issue is that if I save in the UI, it will override my changes in the faction file.

So when you create a new civ, you can choose the tech trees. Once you select it and save, it should be stored as the selected value. But the form does not handle the tech tree options and just defaults to the Standard tech tree
