If that weather info isn't part of that lenovo toolbar then I'd say that's your issue, not the battery toolbar.

Looking at the source you can see the skin ID is being sent but the buy ID seems to be missing.

Same thing with WindowBlinds. I suspect it's usage is simply because Firefox doesn't natively support 3rd party theming so WB/Fences use the module for such.

One of the best things I had on my computers at the time is ObjectBar. I really wish it would make a return, it opened up so much to customization.
