I just got this game, and so far whenever I start a game, every planet (including the starting planets) is class 0. Population on the starting planet is "5 / 0" and most things will not build. Most planets are uncolonizable, but some of them have special attributes like "frozen" and those can be colonized. I got an ideology that is supposed to create a class 10 planet, but it do not make a new planet. I also tried the tutorial; all planets were class 0, and the game froze when I invad
