I am having a similar issue. I believe it may be a bug in 2.6 which they just pushed out to everyone. Custom and subscribed starbases no longer show up to use when creating a custom fleet style via the civilization builder only core ones are present. Two styles that had custom starbases no longer load because suddenly there are problems with the custom starbases. There was no problem with version 2.5 and earlier.
