Can't build mining upgrades on starbases in GalCiv III Support GalCiv3 Forums

For some reason, I can no longer build any of the mining upgrade modules on my starbases. I was able to build them when I had only the base game, but after trying the base game on steam I decided to buy the DLC pack while the discount was active. Now, none of my starbases can build any mining upgrade modules. I research Insterstellar Mining, but I am no longer given the option to build the Mining Headquarters. <img src="http://i.imgur.co
