Is it a bug that legions are put right back on board a transport after taking a planet? Does the player NOT have the choice to choose whether to garrison them or continue invading?

Is there any chance on being able to keep invading legions on the planet you just conquered? Right now it seems as soon as you conquer a planet your troops are whisked away back to your transport. It would be nice to have the choice to let them garrison the planet or move on to more conquering.
