Am I the only one who don't understands why the hyper advanced civilizations of the universe, who already have a universal translator or master interestelar travel, don't know how to use a pen and sign a Alliance Treaty or a Non-Agression Treaty since the beginning of the game? I really think this must change, since it makes the non-campaign game quite limited until the middle of the gameplay.
