I do not have any expansions or DLC. No Crusade, no Intrigue, no Retribution. Like the title says, all my colonies are at 100% and have been for some time. But my empire's overall approval rating at the top right corner just stays on 98%, and has for a long time. I'm filling planet after planet up with morale buildings, and it's not budging. I have no idea why. What's even more frustrating is that there's no information to tell me why this is. Mousing over approval sc

The latest base version now is Retribution, I imagine it will fix any issues you have with Crusade (while creating a bunch of new issues). Hi, I played a lot of Gal Civ 3 a few years ago, and quit shortly after Crusade was released, and only recently have come back to the game, to find there's a lot of changes and new DLC. I didn't buy Crusade when it came out because of reviews saying that it added resource costs to things like starbase modules, which I wasn't a fan of. But now, playing the updated-many-times-since-then base game (without any DLC), I find that starbase modules cost resources in the base game now
