Do you already have an active quest? I ran into the same thing and I think I had an active quest that was preventing me from picking up others. Once I completed the quest I had, I was able to pick up others. Not sure if that's how it's supposed to work or maybe I finally met the criteria for the quest? It was a late night so I don't guarantee the recollection of what I did last night.

Were you playing the campaign or a sandbox game? I do agree that the first few turns can be a rather bland experience. Are you looking for an accelerated starting option - maybe more resources, free tech or at a higher level than 0? An issue with that might be you'd probably still want the option to place the city vs. starting the game with it already in place.

Squads = Party? (or whatever the next levels beyond party are) I would love for there to be mana regen in the battle but I bet that would make magic a bit OP. How about magical items granting mana regen?
