I submitted a ticket and the solution turned out to be to replace the comma from the decimal with a period on your computer. So if you´re having this proplem and live in a region where a comma is used for the decimal place. This is likely to be the problem.
The solutiuon was to change decimal settings on the computer. If you live in a region where a comma is used for a decimal instead of a period you need to change that. At least it worked for me.
I just bought the game and have not messed up with anything and Im having the same problem -- NO LAND on ANY planets I colonize so I cant build anything on the planet... just a shipyard and if I place a governor to rule he just builds Economic stimulus and cultural event. ALSO menu frames are not appearing as I have seen in screenshots of the game.. there are NO frames the letters are there just not the frames around them. This goes for every screen I´ve explored.
Having this same problem... was there a solution?? I verified the game files on steam and 5 files were missing ... they were reacquired and I started the game again but the problem persisted.
