Overpowered yes... but I must admit to enjoying 1K plus surplus income after adopting Plutocracy... after a few turns I can buy almost anything! It does remove any need to work on the economy upgrades so I agree that it does seem broken. I guess I'll start working on the economy so I can afford to change governments. I really do need the extra planets since I play on ludicrous (queue Carl Sagan, "Billions and billions..."). Thanks for the insights AdamMG!

It looks like every one of my 21 planets was producing 158.90 from tourism before the government change... 0 afterwards. It doesn't matter if the planet was just settled last turn or was around since the start of the game. I'd like to know how this represents 1% of anything in my empire or what 1% tourism even means. It seems like a very insignificant stat to have such an overwhelming affect!
Just 1% and I don't build for tourism. Wow!!! Just checked and tourism dropped from 3336 to 0. That's where the difference comes from. How does 1% change in tourism account for 80% of my entire treasury?
My civ currently has Interstellar Plutocracy government which gives Gross Income +20%. My actual gross income is 941.47. When I change the government to Objectivism, which should still give Gross Income +20%, my gross income drastically changes to 107.25. Seems like there's something wrong here...
