In another space 4X game, they had it done really well -- you could do it one of two ways -- There was a screen that displayed all known planets. That display had a toggle for whether to only display the colonizable ones. Strongly agree that military starbases are nearly useless. They become *much* more useful (and I don't think this is imbalancing, either), if they can be set to automatically engage enemy ships that enter their ZOC. You can build a defensive line with them that way. When I came back to play again, I got a "save game file is not compatible with this version of the game" error.
