I've seen this bug before. I think it's less of their military power rating going crazy and more of yours, judging from how you indicated that you were able to research the whole tech tree. An easy way to replicate this bug is to get the precursor endgame techs and stack a ton of the +hp mods with the bane on a huge ship. Build enough of these ships, and your military power rating will essentially turn over to zero like an old pinball machine, resulting in the exact scenario y
