Why not just make a backup, and then directly edit the main game file? If it were a complicated change, I would make a separate mod file, but something as simple as changing one line for each improvement is as simple as a search and replace function. Step 1. Make a backup of ImprovementDefs.xml. Step 2. Open the file. Find false Replace with true . (or something like that

Who cares about min/maxing unless you are playing against another player? You can easily roll over AI ships even if you capped yourself at plasma pods. Terraforming uses Thullium, and that is rally the largest sinkhole for most of the game for me.
The AI does NOT get smarter on higher difficulties. They just get more cheats. One of my biggest complaints with this game--and I have very few--is that the AI is terrible. I guess to be fair, this is the case in most games (bad AI and higher difficulties just mean more cheats).

Even on evenly spread galaxies like scattered, loose (which is a lot like scattered anyway), or spiral, the spacing is random no matter how much you play with the tall and wide values in the xml. Sometimes, they will be decently spread out, but more often than not, you will have one or two (or half of them) close together in one cluster. Starting positions makes a HUGE difference in this game, and for the AI, it literally makes or breaks them.
Nah, 305 is basically a bug fix patch with like one new ability. No updates to the AI.
The AI do build carriers if they even have it and huge hulls researched. Resources is also a factor of course. I see the AI build carriers all the time when I play on godlike with a fast paced game. The only problem is that the AI does not know how to make good carriers anyway, so it does not even matter.

The game engine actually has a hard cap on how much credit you can have, even if you tried to raise the upper limit in the xml files (which would error out when you try to save the changes).
You need Atmospheric Cleansing to colonize that planet, which is normally researched in the Age of Ascension under the Planetology line of techs. It should tell you in the tooltip when you hover your mouse over it.
Are you using a USB mouse? Have you checked to see if the problem is actually your mouse drivers and configuration first? If it is not a PS/2 mouse, it probably has some sort of software to configure it.

I also agree that the AI needs to put more weight into your tech and manufacturing capabilities than anything else because at the end of the day, if you have better techs and more manufacturing than everyone else, you can basically ramp it over to military manufacturing whenever you want and trounce everyone. Whether or not you actually have a sizable standing fleet or not should not weigh as much. In most of my games, I am usually so focused on going tall that I neglect my military,
Military power also factors in your military manufacturing and liquid credits to a smaller extent. If you really want to boost your military rating effectively, though, just make a few very expensive ships loaded with nothing but weapons, which is effectively what the AI has (minus the expensive part).
But the real question is: How would you make the AI's Fleets stronger than the player's fleets?
No way to disable it. We need a way badly, though.
This game becomes more ridiculous in many ways as it tries to find a balance in its mechanics. -Has advanced technologies allowing for space travel and interplanetary colonization. -Neolithic level of agriculture. Humans in this alternate universe must have never figured out hydroculture.
Are you saying it is visually larger or smaller, or do you mean that there are literally less tiles in a medium map than in a small map?
How about the civilization info page that breaks down your income/spendings and lets you adjust your global tax rate?
