In the game starting options, Pirates is set to None. Pirates appear in the game, although they are few. Is "None" supposed to mean "almost none"?

Improvements are disabled if they cannot be placed if no tiles are available. Terraforming tiles are never disabled. This is nice. It might be even better if unbuildable improvements were pushed down the list (or simply removed), to force the available ones to the top. Scrolling down to find the goods is never fun. However, I have noticed that the Yor now need a free hex in order to reproduce, as Assembly in all its versions require
Looking forward to this getting fixed. In the meantime, I'll use other styles of hull for the jobs. Thank you Darklighter1 for pointing out the the top row hulls work!
I'm catching up on the 3/27 dev stream video just now. They ran into this specific issue and it was identified as a bug. So I have high hopes that it will be fixed soon. In the meantime, I'll go back to being a benevolent pacifist. :-)

Hmmm.... You saying 'more than 3' maybe hints that it's a case of me not understanding how it's supposed to work. I haven't researched the trading techs. I just got the ideology pick. I probably need to go research trading, and then maybe I will get the extra license along with my base ones. Update: Researching trade after taking it yielded 1 trade license, so either I screwed myself by taking the ideology perk too early, or it's busted. </p
Governor dialog's Trade page shows no trade routes active, and 0/0 licenses available. Plus, I still have the freighter sitting just off Tortoon.
Got the beta 5 update installed. Yay! Started a new game, Terrans. When I colonized my first world, decided to go Pragmatic at the ethical dilemma. For my ideology, I picked the trading one. The tooltip/hovertext said it would increase my trade licenses by 1. I got a trading ship at Earth, but no trading license. Flying the freighter to an alien world simply resulted in the "no licenses" message. Is the text broken, the effect broken, or do I simply misunderstand what it's
