I'm getting this exact same problem- the game will sit on the "wait" button, even if I reload the autosave and get to that point again. It happens randomly, sometimes later into the game, sometimes sooner... making it unplayable for me though. I assume the AI is getting stuck trying to do something and therefore never ending their turn, as the performance of the game is still fine during this (ie, it's not crashing or slowing down).
