Oh, no. The thought was an incomplete one. I am considering the past with GalCiv2 and what they might do with pirates in this game. Also it might be fun for a staging area in multiplayer for a hidden assault against another player. To keep it balanced, I think that you would have to keep a limited amount of units there and have it in a low tier tree to pragmatic ideology.

Not sure if it would be cool or not but starbases starting out are pretty vulnerable to pirate and prevent early expansion. While it's not always optimal to build next to a start (meaning 1 within one tile), but could it provide a concealment bonus by allowing it to be ignored by monsters/pirates/things that aren't other civilizations?

Not sure if this is helpful or not, but I couldn't reproduce this error when I disabled sync with Steam cloud service.
