as much as I enjoy the idea of the united planets, I'd much rather see such an alliance/group thing as potentially multiple alliances/groups. the Federation doesn't automatically have final say over every race in the galaxy, only the ones who joined it. and in some cases there are other governing bodies present within the galaxy. for example. two different races meet, they create a united planets sort of alliance. two OTHER seperate races meet
