I have found something resembling what you are after. I was working roughly the same issue from the other side, trying to get free garrisons so that a single transport couldn't take five worlds in a row and planning to just remove the resource cost of legions. I think the terraforming que might be locking up on the first set. I noticed that if the AI has multiple options of the same type of structure it seems to chose which one to build randomly. If it then chooses to try building a low level terraforming upgrade next, it might lock out the later ones. To test this i changed the terraforming improvements back to planetary unique, but had each terraforming tech link to 4-5 identical ones with minor name changes, and the AI used them aggressi

To clarify what i meant. The build order for does have equal numbers of approval and farm buildings, but the order is off. Approval Something Something Farm Farm Something Something Approval Even if the planet has the space to reach that matching approval building, it is going to take a while to get to it. Especially if it has to upgrade the in between buildings a few times at 5 social production. </
Naselus, first thank you for the very interesting mod. Secondly, two issues i have noticed that can cripple the AI. 1. Many of the Governor Defs De-emphasize morale. This doesn't matter much in the base game but with how you made morale a significant modifier to a planets production and ability to resist invasion the AI can get stuck with a bunch of planets just sitting there waiting to be taken. 2.
