I paid $9.99 for it.. The effects work on my desktop, but when i go to the internet or open any thing else they do not work

I am running on windows 7 and the cursor stays as i changed it when i open internet or other things but the click effect is not working i am wanting to use the click effects to confirm my orders when trading the market but they do not work.. Please help!
