Thanks. I have submitted a ticket and will try installing the opt-in patch to see if that helps. I agree, it could be a game mechanic rather than a bug, but if so shouldn't there be some kind of immediate penalty for violating the resolution?

In my game, the United Planets passed the resolution "Galactic Domain" under which all races cannot colonize planets within another race's borders. However, after that resolution was passed, the Drengin colonized a planet deep with my borders. I am playing the Terrans. I have not played this game much yet. Is this a bug or am I missing something? Thanks!
