Possibly similar issue: When my 3-monitor setup does any of the following: Restart Unlock Turn on monitors The last icon I clicked on or had selected is moved out of its fence and onto the first monitor to activate, regardless of what monitor the icon was on originally, or which monitor is the primary monitor.
