Since you're running on Linux I have no idea how you could fix this one. I would of though that settings the resolution in the file settings would of locked it to that. Have you tried playing with a scale of 100% ? Etc. Maybe other players using Linux as well could help out.

Yeah I actually made a mod, BugFix_UP_Voyagers, found in the Bundle of Mods at https://www.galciv4.com/mods/manager that fixes this issue. So while we wait for a fix to the base game, it's an option for your next game while playing a civ that uses the Voyager Trait or is affected by this issue. It'll only work on a new game though; same as if it makes it into a patch actually.

I don't know, it's possible they were not meant to be duplicated, but some player do like the extra bonus, etc. Either way, it's been reported a lot and the devs are aware ;)
Yeah the duplicate advisor are intended. As for the starting sector is slightly random and also depends on the distance to other civ you choose.
Thank you for sharing these, I've forwarded them along. The first one may explains why some peoples have been reporting seeing the same rewards a lot. The more survey ships you got going the worst it probably gets as well.
I presume you updated your GPU drivers when you swapped GPUs ?
Could you please provide a save file show casing your issue. You can post it over on discord in gc4-commons with a small explanation of your issue. We'll be able to load it on our end and better understand what you're seeing. For example when you says, "any access to the ability the topic covered" and "you never get the button that allows you to do the task", what exactly do you mean ?
I'm not sure I follow what you're saying. From my own testing, I do not see any issue with unlocking the various game functionality when researching technologies that do so. Make sure to validate your files with Steam and see if this still happens in a brand new game.

About the cog wheel, you can also just right click the GCV4 tile and click properties, that'll open the settings for the game. Is virtual memory enabled in Windows 10 ? I presume your D drive is an SSD ? If not, what happen if you install the game on one of your SSD ?
Thank you for trying this out. Yeah it's a good idea to restart your PC after running both commands. Make sure your Windows is up to date as well. You're on Windows 11 I presume ? For the insider build, in Steam, if you click the cog wheel (manage) at the top right, then select properties and go to the Game Versions & Betas and switch to Insiders, that should put you on the latest build.
