Game Crashes When Generating Game in Bug Reports GalCiv2 Forums

I have the latest steam version of GalCiv 2 Ultimate Edition and every time I try to create a new game playing as the Yor Collective the game crashes while attempting to generate. If I play as the Terran everything is working fine and I have not tried any other races thus far. I've re-downloaded the game 3 times and verified the local game files several more so either Steam has a screwed up version or the game itself is the culprit.
