Phew, thanks! I thought I was going crazy! I notice destroying it also leads to an infinite turn, which is annoying but meh

So I have several ships / fleets. When they are in my space they have +5 movement. As soon as they enter Arcean territory it says that they have +5 movement but the first move brings this down to +2 and the next goes down to 0. I.e instead of 5 moves they only get 2. When they leave Arcean space it remains at 2 moves. I'm not sure if this is a purposeful game mechanical or something to do with black holes or what and it's driving my crazy? Anyone know why?

I'm thinking of buying the Crusade expansion BUT there is so much other DLC. Is any of this wrapped into the expansion or must I buy it all for the complete experience? Cheers, Javno
